DRUG FREE SCHOOL

It is the position of the LaCrosse School District that the use of illicit drugs and unlawful possession and use of alcohol is wrong and harmful. The unlawful possession, use, or distribution of illicit drugs and alcohol by students on school premises or as a part of any school activities, including field trips and out of town athletic events is strictly prohibited.

Disciplinary sanctions up to and including expulsion and referral for prosecution will be imposed on students who violate the standards of conduct. Students found guilty of possession or consumption of illicit drugs or alcohol will serve at least ten days out of school suspension for a first offense. Drug and alcohol counseling and assessment will be the only mitigating factor in reducing the 10 day suspension.
Students distributing illicit drugs or alcohol will be suspended from school and be referred for prosecution. Drug and alcohol counseling is available by Whitman County Mental Health. Compliance with these regulations is mandatory for all students attending LaCrosse School.

TOBACCO FREE SCHOOL

The school district recognizes the need to protect students from the exposure to the addictive substance of nicotine.

Smoking or any other use of tobacco products is prohibited on school district property. See school policy 4215 for more information.

ASBESTOS (AHERA)

Our district is almost asbestos free. The only area that still contains asbestos is the cafeteria and band room floor. At this time it is sufficiently waxed and coated well.

The floors were refinished this past summer and coated with an industrial wax that will inhibit any chance of asbestos particles to become airborne keeping everyone safe and breathing free. Contact Tim Stamper at the school if you need more information.

STUDENT DIRECTORY INFORMATION

The LaCrosse School District is prohibited from releasing any personally-identifiable records or files about an individual student without written parental consent. However, the district may release a list of students belonging to a group (e.g., graduating seniors, etc.). Information in a list may include: The student’s name, address and telephone number, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received and the most recent previous educational agency or institution attended by the student. The district may also release photographs of students for public information purposes.

A student’s name will be excluded from a listing of students on written request by a parent or guardian. If a parent or legal guardian does not want the school district to disclose directory information from your child’s education records without prior written consent, you must notify the District in writing on an annual basis.

FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA)

The LaCrosse School District shall annually notify parents of students currently in attendance, and eligible students currently in attendance, of their rights under the Act and this part. The notice must include a statement that the parent or eligible student has a right to:

  1. Inspect and review the student's education records;
  2. Request an amendment of the student's education records to ensure that they are not inaccurate, misleading, or otherwise in violation of the student's privacy or other rights;
  3. Consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that the Act and the regulations in this part authorize disclosure without consent;
  4. File with the U.S. Department of Education a complaint under Sec. 99.64 concerning alleged failures by the LaCrosse School District to comply with the requirements of the act and this part; and
  5. Obtain a copy of the policy adopted under Sec. 99.6.

CHILDFIND NOTIFICATION

The LaCrosse Schools provide many programs for the children in our school district at no additional cost to parents or guardians. The school offers special programs such as speech therapy, physical and occupational therapy, Title/LAP and special education academic programs, and preschool classes to children 3 years and older.

Developmental screenings and/or comprehensive assessments for children who are suspected of having a disability which could adversely affect their educational development are available at no cost to parents or guardians. These services are available for persons between the ages of birth through 21 years of age.

LACROSSE SCHOOL DISTRICT Title IX and Section 504

The LaCrosse School District #126 complies with all federal rules and regulations and does not discriminate on the basis of color, race, national origin, sex, or disability. This holds true for all students who are interested in participating in educational programs including vocational and extracurricular school activities. PROHIBITION OF HARASSMENT, INTIMIDATION AND BULLYING

The District is committed to a safe and civil educational environment for all students, employees, volunteers and patrons, free from harassment, intimidation or bullying. “Harassment, intimidation or bullying” means any intentional written, verbal, or physical act, including, but not limited to, one shown to be motivated by any characteristic in RCW 9A.36.080(3), (race, color, religion, ancestry, national origin, gender, sexual orientation, or mental or physical disability), or other distinguishing characteristics, when the intentional written, verbal or physical act:

  • Physically harms a student or damages the student's property; or
  • Has the effect of substantially interfering with a student's education; or
  • Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or
  • Has the effect of substantially disrupting the orderly operation of the school.
District policy 3207 provides detail information about the district’s commitment to providing a civil environment for students, staff and community.

GUN FREE ZONE

It is a violation of district policy and state law for any person to carry a fire arm or dangerous weapon on school premises, school provided transportation or other facilities being used exclusively for school activities. See school policy 4215 for more information.

PUBLIC RECORDS DISCLOSURE

Parents have the right under the Washington Public Disclosure Act to request from the District public records regarding school employee discipline. The manner for making a request and the rights governing disclosure in response to a request are governed by Title 42.17 RCW.

SCHOOL DISTRICT PUBLIC DOCUMENTS

Most business conducted by the district including budgets, expenditures, policies, procedures, and reports is available for public review. This includes information about special programs such as special education, Title 1, extracurricular activities and others. Parents may provide input to school and program planning by contacting appropriate district staff. TITLE 1 PARENT INVOLVEMENT

The Board recognizes that parent involvement contributes to the achievement of academic standards by students participating in Title 1 programs. The Board views the education of students as a cooperative effort among school, parents and community.
The district and parents of students participating in Title 1 programs will jointly develop and agree upon a written parent involvement policy. When developing and implementing this policy, the district shall ensure the policy describes how the district will:

  1. Involve parents in the joint development of the district's overall Title 1 plan and the process school review and improvement.
  2. Provide the coordination, technical assistance and other support necessary to assist participating schools in planning and implementing effective parent involvement activities to improve student academic achievement and school performance.
  3. Develop activities that promote the schools' and parents' capacity for strong parent involvement.
  4. Coordinate and integrate parental involvement strategies with appropriate programs.
  5. Involve parents in an annual evaluation of the content and effectiveness of the policy in improving the academic quality of schools served under Title 1.
  6. Identify barriers to participation by parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority.
  7. Use findings of annual evaluations to design strategies for more effective parent involvement.
  8. Involve parents in the activities of schools served under Title 1.

Pesticide Notification, Posting and Record Keeping Requirements

The District shall comply with all legal requirements for record keeping regarding the application of pesticides to school grounds or school facilities. This includes creation of an annual summary report of pesticide usage and compliance with state department of agriculture rules regarding record keeping. Such records will be available on request by interested persons under the state Public Records Act and other laws.

Procedure 6895 shall be posted on the school district website as information for staff, parents and students.

At least 48 hours before the application of a pesticide to school facilities or school grounds, the District shall notify parents and staff of the planned application in writing, including the heading, Notice: Pesticide Application. This notice shall be posted in a prominent place in the building office in addition to being provided to parents and staff. This pre-notification is not required if the school grounds or facilities will not be occupied by students for two days following the ap-plication of the pesticide. If the application is not made within 48 hours of the notification, an-other notification shall be made prior to the application. This pre-notification is not required in the case of any emergency application of pesticides to a school facility, such as an application to control stinging pests, but full notification shall be made as soon as possible after the application.

Following the application of a pesticide to school facilities a sign shall be posted at the location of the application. The notice shall be at least 8.5 x 11 inches in size, shall include the heading, Notice: Pesticide Application, and shall state the product name; date, time and specific loca-tion of the application; the pest for which the application was made; and a contact name and telephone number. The notice shall remain posted for 24 hours, or longer if required by the label of the pesticide.

Following the application of a pesticide to school grounds notice shall be posted at the location of the application and at each primary point of entry to the grounds. The notice shall be at least 4 x 5 inches in size and state that the landscape recently has been treated with a pesticide and pro-vide a contact name and telephone number. The notice shall remain posted for 24 hours, or longer if required by the label of the pesticide.

These notices are not required for the application of antimicrobial pesticides (substances used to sanitize or disinfect for microbial pests: viruses, bacteria, algae and protozoa). These notices are not required for the placement of insect or rodent bait that are not accessible to children.

Notice of Non-Discrimination
